eco Survey on Germany’s Digital Policy in the Corona Crisis: Majority of Respondents Call on Government to Build a High-Performance & Competitive Digital Infrastructure – Time for a Digital Ministry

In light of the Corona crisis, the German federal government should focus more on digital policy issues. 65.4 percent of Germans share this view, according to a representative survey commissioned by eco – Association of the Internet Industry from the opinion research institute Civey - a survey in which 2,500 people in Germany took part at the beginning of August.

In June, the German Federal Ministry of Justice and Consumer Protection (BMJV) published a discussion draft on a Second Act on the Adaptation of Copyright Law to the Requirements of the Digital Single Market. On 2 July 2020, the German parliament, the Bundestag, passed a bill to amend the German Telemedia Act (TMG). eco regrets that the legislator did not take the opportunity to finally eliminate the basis for the blocking of Internet content, which creates legal uncertainty for businesses and citizens alike and is not an adequate means of enforcing copyright claims on the Internet.

This Tuesday morning, the German government, the Robert Koch Institute and participating companies presented the German federal government's new COVID-19 tracking app, the Corona WarnApp. eco – Association of the Internet Industry, which has actively accompanied the discussion on the development of the new app from the very beginning, advocates the use of the data protection-compliant app and hopes for broad acceptance within the German population. However, eco rejects a legal obligation to install the app.

For the Association of the Internet Industry, the responsibilities and liability for IT security must be regulated in a balanced manner within the framework of the IT-SiG 2.0 and security gaps must be closed quickly: State back-doors and the targeted weakening of encryption are counterproductive for IT security and jeopardise confidence in the use of digital services.
