DSA: The EU Data Access Act entered into force on 29 October 2025. To research systemic risks, researchers may now request access to data from providers of very large online platforms and very large online search engines.
Scaleup Europe Fund: The EU Commission and several private investors will set up a Scaleup Europe Fund worth several billion euros. The fund will focus on growth capital and late-stage investments in a broad range of European strategic technology companies, including artificial intelligence, quantum technologies, semiconductor technologies, robotics and autonomous systems.
Sovereign digital infrastructure: France, Germany, Italy and the Netherlands will establish a consortium for a European digital infrastructure (Digital Commons European Digital Infrastructure Consortium, EDIC) in The Hague on 11 December 2025. The consortium will develop open-source alternatives in key areas like AI, cloud, cybersecurity and social networks.
Chat controls: The Danish Justice Minister has announced that the Danish Council Presidency will not pursue the controversial mandatory chat controls. Instead, a voluntary system for detecting Child Sexual Abuse Material (CSAM) will be proposed.
Digital: The EU and India exchanged views on progress in various digital working areas within the framework of Working Group 1 of the Trade and Technology Council. The discussions covered semiconductors, digital public infrastructure, digital skills, AI, high performance and quantum computing, IT and telecoms standardisation.
Rare earths: Chinese export restrictions on rare earths will be suspended for one year in favour of the US and the EU.
