News CW 40 (29.09-05.10.2025)
AI: At the 80th session of the UN General Assembly, the United Nations adopted a new global AI governance structure. Plans include an annual Global Dialogue on AI Governance and a UN AI Expert Council, which, similar to the Intergovernmental Panel on Climate Change, will develop international guidelines. The goal is to reduce the global digital divide and promote the responsible use of AI in accordance with international law. However, the actual impact will depend on staffing, funding and political will.
Fibre optics: The German Federal Ministry of Digital Affairs has presented key points for the transition from copper to fibre-optic networks. The goal is to accelerate the fibre-optic expansion, create more transparency and fairness between competitors, and give the German Federal Network Agency (BNetzA) greater powers of intervention. The plan includes a migration roadmap, stricter shutdown rules, and a three-year transition period per region. However, the ministry considers the EU’s target of comprehensive fibre-optic expansion by 2030 to be unachievable.
AI Act: Several EU states are calling for the postponement of the implementation deadlines for the AI Act by one to two years. While Finland, Czechia and Lithuania are in favour of a clear extension, countries such as Poland and Bulgaria are proposing compromises with later sanctions. Spain, Austria, the Netherlands and Latvia reject a postponement. Germany has not yet taken a position.
DSA: The German Federal Network Agency (BNetzA) President Klaus MĂĽller defended the Digital Services Act (DSA) against criticism from the US, emphasising that the law protects freedom of expression rather than restricting it. While NGOs such as Algorithmwatch generally welcome the DSA in principle, they are calling for more transparency and better data access for research and civil society.
