Cybersecurity: The European Commission and the European Union Agency for Cybersecurity (ENISA) have signed an agreement on the operation and management of the EU Cybersecurity Reserve.

Franco-German relations: Friedrich Merz and Emmanuel Macron have agreed on a joint economic agenda covering AI, quantum computing and digital sovereignty, among other topics.

Open source: The Linux Foundation has published the 2025 World of Open Source

Europe Report: Open Source as Europe’s Strategic Advantage.

AI: The United Nations General Assembly has decided on the modalities for the establishment and functioning of the Independent International Scientific Panel on Artificial Intelligence and the Global Dialogue on Artificial Intelligence Governance.

Transatlantic relations: The US House of Judiciary Committee invited former EU Commissioner for Internal Market and Services Thierry Breton to testify at a hearing on “Europe’s threat to American speech and innovation.” Breton declined the invitation. The EU Commission’s spokesperson for digital affairs, Thomas Regnier, dismissed the allegations of censorship as nonsense, saying they were completely unfounded and false.

Data protection: Europe is turning its external borders into a digital fortress. Drones, cameras, satellites and huge databases comprehensively record migrants and effectively treat them as suspects. Experts criticise the measures as disproportionate and warn of systematic violations of fundamental rights. There is also a risk that these surveillance technologies will also be used against the general population in the future.

Transatlantic relations: Politico reports on Donald Trump’s threat to impose significant additional tariffs and export restrictions on technology and chips on countries with discriminatory digital taxes, laws, rules or regulations, as well as the reactions of Teresa Ribera, Stéphane Séjourné, Paula Pinho, and Emmanuel Macron.
