NIS-2: The German Federal Cabinet has adopted a draft act implementing the Directive on Network and Information Security (NIS-2).
AI: On 2 August 2025, further provisions of the AI Act came into force, including those on general-purpose artificial intelligence models (GPAI). According to the guidelines published by the EU Commission, that includes models that can generate language or convert text into images or videos and have been trained using computing power exceeding 10^23 FLOP. Providers of general-purpose AI models that are new to the market are now subject to certain disclosure requirements. Providers of existing models, however, will not be subject to these obligations for another two years.
PWG: To implement the EU Regulation on the transparency and targeting of political advertising, the Federal Ministry for Digital and State Modernisation has published a draft bill on the Transparency and Targeting of Political Advertising Act (PWG).
AI: The EU Commission has published a list of signatories to the General-Purpose AI Code of Practice. The voluntary code of conduct clarifies the provisions of the AI Act. Signatories are presumed to comply with the law. Those who cannot implement all measures immediately will not be sanctioned directly, but will initially receive support from the EU Commission. Those who do not sign must demonstrate compliance with the AI Act in other ways.
Digital services: The Advisory Board to the Coordination Office for Digital Services (Beirat beim DSC) has published its annual report. The expert committee advises the German Federal Network Agency (BNetzA) in its role as Digital Services Coordinator on the application and enforcement of the Digital Services Act (DSA).
Transatlantic relations: Following the sealing of the trade agreement between the EU and the US with a handshake, uncertainties and disagreements remain with regard to the regulation of the technology sector ( politico ). However, the data toll seems to be off the table.
