News, Publications and Consultations from the Past Week

News CW 39 (22-28.09.2025)

AI: The European Commission has published draft guidance and reporting template on serious AI incidents and, as part of a public consultation, is requesting feedback until 07.11.2025.

Social media: EU Commission President von der Leyen has spoken out in favour of a minimum age to access social media and announced cooperation with Australia. According to spokesperson Thomas Regnier, the EU Commission is leaving “all doors open” to shield children from the harmful effects of social media platforms.

Quantum computing: The EU has inaugurated its second quantum computer, VLQ, in Czechia.

Cryptocurrency fraud: Eurojust, the European Union Agency for Criminal Justice Cooperation, has coordinated measures to combat cryptocurrency fraud of over 100 million euros across Europe.

AI: The European Commission is considering introducing deadlines and penalties for late standards requests.

Digital by default: The Committee of Permanent Representatives of the Member States has spoken out in favour of replacing printed handouts (e.g., user manuals) with digital versions in the future.

AI: The EU executive’s tech commissioner Henna Virkkunen wrote in a letter to the European Parliament that the European Commission is closely monitoring how Big Tech companies are integrating artificial intelligence into their services and whether this is compatible with digital competition rules.

DSA: The EU Commission sent requests for information to Apple App store, Booking.com, Bing, Google Play and Google Search on how these platforms and search engines identify and manage risks related to financial scams.

AI: According to Politico, the EU is preparing to take time out for enforcing AI rules.

Digital world: The Future Foundation, which consists of 16 scientists from the DACH region, has established 10 rules for the digital world.

Stablecoin: Nine European banks have announced plans to introduce a euro-based stablecoin in the second half of next year.

Digital euro: The European Consumer Organisation (BEUC) has published the results of a survey on consumer expectations regarding the digital euro.

AI: The United Nations is launching a Global Dialogue on AI Governance, as well as an Independent International Scientific Panel on AI, for which applications will be accepted until the end of October. UN Secretary-General AntĂłnio Guterres also announced his intention to soon begin consultations on the establishment of a Global Fund for AI Capacity Development.

AI: On the occasion of the 80th session of the United Nations General Assembly, over 200 scientists and AI experts are urgently calling for international red lines to prevent unacceptable AI risks.
