News, Publications and Consultations from the Past Week

Data Act: The Data Act entered into force on Friday. Information from the German Federal Network Agency can be found here in German.

Strategic Foresight Report: On Tuesday, the European Commission published its 2025 Strategic Foresight Report, entitled “Resilience 2.0: Empowering the EU to thrive amid turbulence and uncertainty”.

State of the Union: On Wednesday, EU Commission President Ursula von der Leyen delivered the State of the Union 2025 speech to the European Parliament.

Digital Services Act: The General Court annulled the Commission’s decisions setting the supervisory fee applicable to Facebook, Instagram and TikTok. (EURACTIV, POLITICO)

Digital sovereignty: On Friday, a working meeting   in Vienna to draft a European Charter on digital sovereignty principles.

Digital Fairness Act: The German Advisory Council on Consumer Affairs has published a German-language position paper entitled “Perspectives for a Digital Fairness Act”.

DSA and GDPR: The European Data Protection Board has adopted guidelines on the interplay between the Digital Services Act and the General Data Protection Regulation. Feedback may be provided as part of a consultation until the end of October.

AI: Albania has appointed the world’s first AI-made minister. Her name is Diella (meaning sunshine in Albanian) and she will be responsible for all public procurement.

Social media: A French parliamentary Inquiry Commission called for, among other things, a ban on social media for children and minors under the age of 15, as well as a call for 15- to 18-year-olds  to have their accounts compulsorily switched off between 10 p.m. and 8 a.m. EU Commission President Ursula von der Leyen plans to appoint a panel of experts to advise on social media restrictions for minors by the end of the year. Sweden’s Health Minister Jakob Forssmed called for faster action.

Security: The EU’s Counter-Terrorism Coordinator Bartjan Wegter calls for the police to access certain end-to-end encrypted messages.

Transatlantic relations: The US is its cooperation on combating disinformation under the framework to counter foreign state manipulation.
