CSAM: On 24 October, an agreement was reached by the European Parliament via the main political groups in the lead LIBE Committee. This committee is expected to adopt the file on 13 November, paving the way for the trilogue. Among other factors, it agreed that the regulation would not apply to end-to-end encrypted messenger services. (Euractiv)
AI Act: Negotiations on the EU’s AI bill (the AI Act) have continued to move forward. On 24 October, controversial topics such as the regulation of general-purpose AI technologies or the high-risk classification were discussed in another round of the trilogue. A further topic under consideration was the possibility of creating exceptions for systems that fall under Annex III, but which, for example, do not significantly influence the outcome of the decision-making process.
