“The Digital Omnibus offers an important opportunity to reduce the growing complexity of European digital regulation. In recent years, a dense web of regulations has emerged – from data law to cybersecurity requirements to the AI Act – which frequently leads to duplicated structures, high administrative burdens and legal uncertainty for companies. The Omnibus is therefore the right approach, but so far it still falls short of its potential to fundamentally clear up this regulatory jungle. Particularly in the field of artificial intelligence, overlaps between different legal frameworks continue to exist. At the same time, the simplification effect risks being undermined if new regulatory initiatives such as the Digital Networks Act or the Digital Fairness Act simultaneously create additional requirements.”
