AI & cybersecurity: According to the global PWC Global Compliance Survey 2025, companies see cybersecurity, data protection and AI as key compliance issues. Despite the growing use of AI, there are major concerns about data protection, malfunctions, misuse and inadequate governance in AI applications.
Networks: According to a study, Germany leads the way in mobile communications networks, but coverage gaps remain, especially outside cities. A new measurement concept from the German Federal Network Agency (BNetzA) is now intended to capture the user experience more realistically. Federal states and municipalities will also be able to use it.
AI models: The German Federal Commissioner for Data Protection and Freedom of Information (BfDI) is launching a public consultation until 10 August 2025 to develop practical data protection recommendations for AI models, in particular LLMs. Providers and researchers are to assess the risks of personal data reproduction, identify promising approaches and thus create transparency and legal certainty.
AI Act: From August, providers of general-purpose AI models will have to disclose detailed information under the AI Act. A final practical guide will specify transparency and copyright requirements. Industry and civil society remain dissatisfied, criticising unclear standards, a lack of contingency plans and insufficient external review obligations.
Fibre optic networks: A report by the Ministry of Digitalisation shows that the fibre optic rollout is largely self-financing, mainly by Telekom’s competitors and often only on a small scale. The “homes passed” metric is controversial because it does not measure actual connection usage. Associations are calling for better framework conditions.
