IANA and the Administration of the Internet determine the continuing discussion in Buenos Aires
The focus of the 53rd ICANN conference, which took place from 22-25 June in Buenos Aires, was again the discussion on the “IANA Stewardship Transition”.
Since the USA announced in March 2014 their intention to relinquish their supervisory function over the registration of domain names in the global root server, the world-wide ICANN community has been developing a succession model for the organization and supervision of the IANA function. Together with the German Federal Government and other German stakeholders, eco developed a position paper and brought this into the global discussion.

Representing eco – Association of the German Internet Industry e. V. were Oliver Süme, Director for Policy and Law, and Thomas Rickert, Director of Names and Numbers.
For the German representatives from all areas of industry, politics and the civil society, the “Deutsche Abend”, jointly organized by Denic and eco, traditionally forms the prelude to ICANN conferences. At the Deutsche Abend in Buenos Aires, Denic CEO Jörg Schweiger and eco Director Oliver Süme were happy to welcome, alongside more than 40 German participants, Head of ICANN Fadi Chehadé, who, in his speech, praised both the engagement of Thomas Rickert and the helpfulness of the German position paper in the global debate.
Progress for the Stewardship Transition
The various ICANN Working Groups are expected to come to an agreement in August about a complete proposal for the redesign of the IANA function. After a phase for comments, the new model should then be put forward to the ICANN Board before the next ICANN conference in October, and from there it would be forwarded to the US telecommunications authority. Implementation by mid-2016 appears to be a realistic time-frame.
Universal Acceptance
The change-over to the new technical format is in many cases not yet finalized, and this means that end customers of the providers contact their hotlines when they have technical problems. In order to drive forward the necessary technical adaptations as rapidly as possible at the global level, ICANN has in the meantime established a Working group on this complex topic, in which the ISPCP is heavily involved. In this Universal Acceptance Steering Group (UASG), Lars Steffen, responsible of association members in the area Names & Numbers at eco, is active in the Community Outreach Working Group.
The 54th ICANN conference will take place from 18-22 October 2015 in Dublin.
